A state’s leader and parliament are elected every 7 days. Voting opens on day 6 of the term and lasts 24 hours. The founding election has no level requirement; the rules below apply from the first regular election.
Voting needs level 18 or higher. Seats are split by party votes using the largest remainder and go to the party’s citizen members of level 25 or higher, ranked by level, XP and seniority.
Parties put forward the leader candidates: a member of level 35 or higher applies and the party leader approves. Each party has one approved candidate, and it cannot change while voting is open. With no valid candidate, the leader stays. In a dictatorship only the parliament is elected.
If the leader resigns while no election is open, a 24-hour early election opens. If it has no candidate, the highest-level member of parliament becomes caretaker leader, or the highest-level citizen if the parliament is empty; with nobody eligible, the state dissolves.
